Technical Project Manager – Enterprise Applications & Information Systems

Location: Indianapolis, IN
Work Arrangement: Remote
Schedule: Monday–Friday, 8:00 AM–4:30 PM EST
Weekend/Overtime/On-Call: None

Position Overview

We are seeking an experienced Technical Project Manager to work closely with business partners and technology teams to identify, plan, and implement multiple technical projects of varying sizes and complexity. Projects may include broad-based information systems, full life-cycle application development, enterprise applications, data warehouse planning and development, and related technology initiatives.

The ideal candidate will bring strong project management expertise, technical understanding, communication skills, and the ability to lead cross-functional teams in a matrixed environment. This role manages projects of $1M+ in value or equivalent complexity and operates within established project management methodologies and defined parameters.

Key Responsibilities

  • Partner with business stakeholders, sponsors, and technology teams to identify and implement technical projects.

  • Develop project charters and prescribed planning documentation.

  • Partner with project sponsors to secure project approval and establish project objectives.

  • Develop and execute communication management plans.

  • Define project team roles and responsibilities.

  • Develop work plan structures, project schedules, and deployment plans.

  • Lead project meetings and facilitate effective communication across stakeholders.

  • Identify, document, prioritize, and facilitate the approval of scope changes.

  • Maintain and regularly update project plans, status reports, issue logs, and other project documentation.

  • Secure the appropriate technical and business skill sets required for successful project delivery.

  • Set and manage expectations with resource managers, project team members, and stakeholders.

  • Provide performance feedback to team members and resource managers.

  • Identify, track, and facilitate resolution of project issues.

  • Execute communication plans and regularly report project status.

  • Monitor and manage project ROI throughout the project lifecycle.

  • Track and manage project time, resources, and budget against established plans.

  • Develop testing strategies and support quality review checkpoints.

  • Conduct project close-out activities and obtain, secure, and archive required approvals.

  • Manage and update project plans throughout the project lifecycle.

  • Direct system analysts, software designers, programmers, and other technical resources to determine the best approaches for achieving project objectives.

  • Perform additional duties and responsibilities as assigned.

Operational & Technical Support Responsibilities

In addition to core project management responsibilities, this position will support ongoing project and operational activities, including:

  • Track upcoming deliverables and identify new deliverables and action items resulting from project and operational meetings.

  • Support annual reviews and maintenance of plans, SOPs, and other required documentation.

  • Support daily production operations, team communications, and management of production-support Jira tickets.

  • Monitor dashboard reports and AWS Glue jobs for errors and coordinate follow-up and resolution when issues are identified.

  • Coordinate and track change requests and change cards, including Change Control Board (CCB) activities.

  • Support Quality Assurance (QA) and Business Analyst (BA) activities as needed.

  • Maintain Confluence documentation and ensure project and operational information remains accurate and current.

  • Identify automation opportunities and support related implementation activities in collaboration with Scrum teams.

  • Identify process gaps and coordinate improvements to address them.

  • Perform quality reviews of project, operational, and process documentation.

Required Qualifications

  • Bachelor's degree in Information Technology, Computer Science, or a related field.

  • Minimum of 5 years of project management experience involving one or more of the following:

    • Broad-based information systems

    • Full life-cycle application development

    • Enterprise application development

    • Data warehouse planning and development

  • At least 2 years of experience in a lead role on one or more projects.

  • Equivalent combinations of education and experience may be considered.

  • Experience creating effective team environments and building strong working relationships.

  • Strong negotiation, problem-solving, and conflict-resolution skills.

  • Experience managing resources in a matrixed organizational environment.

  • Excellent written and verbal communication skills with the ability to communicate effectively at all organizational levels.

  • Experience using project management, documentation, and reporting tools.

Preferred Qualifications

  • Project Management Professional (PMP) certification strongly preferred.

  • Experience with portfolio management applications.

  • Experience with Rational tools.

  • Experience working with Jira, Confluence, and related Agile/project management tools.

  • Experience supporting Scrum teams and automation initiatives.

  • Experience with production operations, change management, QA, and BA processes.

  • Experience with data warehouse, enterprise application, or information systems projects.

Work Environment & Schedule

  • Remote position

  • Candidates must be located in Syracuse, NY or Indianapolis, IN.

  • Standard schedule is 8:00 AM–4:30 PM Eastern Time, Monday through Friday.

  • No weekend work.

  • No overtime requirement.

  • No on-call requirement.

  • This is not a patient/member-facing position.

  • The position does not involve working in a care center, assisted living facility, clinic, or member home, and does not provide access to medication.
