Business Systems Analyst / Technical Writer

Location: 100% Remote, Work From Home
Schedule: Monday–Friday, 8:00 AM–5:00 PM Eastern
Employment Type: Temporary with potential opportunity to convert to permanent

Position Overview

We are seeking an experienced Business Systems Analyst / Technical Writer to support complex healthcare IT projects, with a strong emphasis on requirements analysis, business process documentation, technical writing, and documentation management.

The ideal candidate will serve as a bridge between business stakeholders and technical teams, ensuring that business requirements are accurately translated into effective technical solutions. This position will be responsible for defining and managing the scope of business systems projects, documenting requirements, supporting testing and quality processes, and maintaining high-quality project and system documentation.

Experience with Medicare and Medicaid programs, Federal Healthcare IT projects, Agile/SAFe methodologies, and government environments is highly preferred.

Key Responsibilities

Business Systems Analysis & Requirements

  • Define and manage the scope of business systems projects.
  • Analyze business, functional, and technical requirements and ensure solutions align with approved business needs.
  • Serve as the liaison between business and technical teams throughout the system development lifecycle.
  • Develop, document, and maintain detailed business and system requirements.
  • Create requirements documentation, process flows, use cases, and related analysis materials.
  • Conduct and facilitate Joint Application Development (JAD) sessions and requirements-gathering meetings.
  • Anticipate opportunities for process and system improvements.
  • Ensure high-level designs and architecture requirements are accurately documented and traceable to approved requirements.
  • Apply and mentor others in the use of tools and techniques for requirements development and documentation.

Testing & Quality

  • Develop feature-level testing strategies and identify appropriate testing environment needs.
  • Support the development and documentation of test cases, test plans, and test reports.
  • Participate in product quality and testing processes.
  • Ensure system functionality, usability, reliability, performance, and support requirements are clearly defined and addressed.
  • Collaborate with technical and business teams to identify and resolve requirements or quality gaps.

Documentation Management

  • Thoroughly review, edit, rewrite, version, finalize, and maintain technical and project documentation according to established quality standards.
  • Coordinate with internal teams and clients throughout the documentation review and approval process.
  • Track document changes and ensure all stakeholder questions and comments are addressed before finalization.
  • Maintain accurate document versioning within designated repositories and collaboration sites.
  • Develop and maintain documentation such as:
    • Project plans
    • System requirements
    • Analysis reports
    • Code documentation
    • Implementation plans
    • Security plans
    • Interface Control Documents (ICDs)
    • User guides
    • Test plans and reports
    • White papers
    • Confluence pages
    • Other technical and operational documentation

Confluence / SharePoint

  • Create and maintain Confluence pages using reader-friendly formatting and macros.
  • Assist with assigning and tracking site permissions.
  • Support peers with training and troubleshooting related to Confluence and SharePoint repositories.
  • Establish and maintain organized documentation repositories and processes.

Technical Writing & Accessibility

  • Produce documentation that is grammatically correct, concise, accurate, and easily understood by end users, customers, management, and technical personnel.
  • Ensure documentation follows organizational and client standards for grammar, formatting, terminology, and presentation.
  • Test documentation for accessibility and Section 508/WCAG 2.2 compliance.
  • Use accessibility tools such as Adobe Acrobat, JAWS, or comparable tools to identify and correct accessibility issues.
  • Identify opportunities for additional documentation and proactively address documentation gaps.
  • Assist in developing training materials and other user-facing documentation.

Required Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Business, or a related field, or equivalent combination of education and experience.
  • Minimum of 4 years of experience in requirements analysis, requirements development/documentation, process-flow design, JAD facilitation, and requirements writing.
  • Demonstrated experience documenting business and system requirements for a variety of technologies.
  • Strong technical writing, editing, and documentation skills.
  • Experience developing business process flows and related analysis documentation.
  • Experience working with document repositories and collaboration tools such as Confluence and/or SharePoint.
  • Strong communication, facilitation, organizational, and analytical skills.
  • Ability to work effectively with both technical and non-technical stakeholders.

Equivalent Experience

Candidates may qualify through a combination of education, certifications, and professional experience. Preferred experience levels include:

  • Bachelor's/Bachelor of Technology degree with 5+ years of relevant experience.
  • Associate's degree with approximately 7+ years of relevant experience.
  • Comparable industry certification with 9+ years of relevant IT requirements experience.

Preferred Qualifications

  • In-depth knowledge of Medicare and Medicaid policies, programs, systems, and data.
  • Experience working on Federal Healthcare IT projects.
  • Experience with Medicare/Medicaid projects.
  • Experience with Scaled Agile Framework (SAFe).
  • Agile certifications such as:
    • PMI-ACP
    • Certified Product Manager (CPM)
    • Certified Product Owner (CPO)
    • Certified ScrumMaster (CSM)
    • Professional Scrum Master (PSM)
    • SAFe Product Owner/Product Manager (POPM)
  • Experience with Electronic Data Interchange (EDI) processing.
  • Knowledge of X12 transactions, particularly 270/271 eligibility transactions.
  • Experience with business process modeling and development of process flows.
  • Experience developing Concepts of Operations (CONOPS) for large, complex systems.
  • Project management experience.
  • Formal training or experience in facilitation.
  • Experience with software testing, product quality processes, tools, and methodologies.
  • Additional government contracting experience is a plus.

Public Trust Clearance Requirement

This position requires the selected candidate to undergo a Public Trust background investigation/clearance process.

To be eligible for Public Trust clearance sponsorship, candidates must have resided in the United States for at least 3 of the last 5 years. Additional background investigation requirements may apply based on the position and government client.
